Mother Nature has not been kind to the Minnesota State Capitol in St. Paul. At first glance, the 106-year-old building is an elegant, stately structure, filled with polished marble floors and frescoed walls. But trouble is brewing beneath the St. Cloud granite and the white Georgia marble.
