I am amazed that the site/museum does not list the materials, most places do, nor make it easy to find a detail away from that puff page – artist name access to works does not exist. You could e-mail and ask. I would guess that the figures are resin, the stems are wire and the flowers are molded puffy plastic simply because of mass production, weight considerations, and outdoor durability.
I think the meaning is that even all the dressed alike conformists have an inner desire for beauty even if that conforms.
